64 CUs @ 950MHz = 7.78Tflops not 6.3
I'm assuming 130 TMUs not 64 TMUs/130 ROPs (that would be ridiculous), AMD uses 4 TMUs per CU so it should have 256 not 130
GCN 4.0 would also be Polaris arch not vega and given how that would be about 18 months old when scorpio's released that seems less likely than the next gen Vega arch.

Yeah again completely wrong. 64 CUs @ 1200MHz = 9.83Tflops. Even then the clock speeds don't make sense whatsoever - 26% increase in clock speed would mean 26% increase in Tflops. Assuming the 6.3 was actually not complete bullshit, the clock speed increase to 1200MHz would be ~7.96Tflops not 7.
